  Missing messaging menu after fresh Quantal Final install

Bug description:
  I installed (manual partitioning) Quantal Final using this ISO: 
http://cdimage.ubuntu.com/daily-live/20121015.2/quantal-desktop-amd64.iso.
  After reboot I got my desktop without any messaging menu, see attached 
screenshot.
