Title:
empathy no longer allows a person to block spammers

Status in Chat app, and Telepathy user interface:
  Unknown
Status in “empathy” package in Ubuntu:
  Triaged

Bug description:
In empathy (Empathy 3.6.0.3) on Ubuntu 12.10 using gnome 3.6 I can no
longer block spammers from MSN. I can decline their invite but I have
no way to actually select to block them.

Can we not add this option back in again since it was working great in
  Ubuntu 12.04?
