I followed the steps you provided, install transmission-daemon, and it
didn't produce the error in my system. But I see in bug #1016252 that it
actually happens when the daemon is started. I will try that now.

Permission of that file is -rw------- .
Expected result: either the permissions of the file need to be
different at creation time or the program shouldn't try to access it.
