draw -T -h -o 0 DSC00001.ARW

produces a semi-transparent TIFF.  What I expect is a non-transparent
TIFF with the quarter area of

draw -T -o 0 DSC00001.ARW

I observe this bug in v9.16 and v9.17.  In particular, v8.99 is not
affected, though it doesn't support my camera really.
