I managed to work around this bug by doing the following: sudo cp ~/.eclipse/org.eclipse.platform_3.7.0_*/configuration/org.eclipse.equinox.simpleconfigurator/bundles.info /usr/lib/eclipse/configuration/org.eclipse.equinox.simpleconfigurator/bundles.info
