Title:
Main menu not visible when active (top) dock

Status in One Hundred Paper Cuts:
  New
Status in “gimp” package in Ubuntu:
  Confirmed

Bug description:
Using the GIMP in Unity is anoying everytime a dock is the active
window, you have to first click on the image window to be able to see
  the main menu.

  For example:

when you have just selected a tool, you have to click on the menu
before it appears. This is one unneeded extra step and in the GIMP the
main menu is very important for functionailty.
