Just for the record: Had this problem today with the current 12.10 64-bit installer on a Lenovo E530. The installer was booted via EFI from USB stick.
Removing the ubi-webcam.py didn't work. But I noticed a "dd" process taking ~10% CPU although the installer showed that all files were already copied. A few minutes later this was still the case so I killed that process and voilà - the installer went on and finished successfully.
