account-plugin-irc config dialog is empty / doesn't work

Bug description:
When i try to configure irc in Ubuntu 13.04, the config dialog is
empty and it closes when i click anywhere. also the existing irc
account doesn't work.
creating a new irc account, doesn't work to, the config page is empty,
clicking anywhere closes it, like it crashes (but it seems to not
crash)
