Bug description:
  Binary package hint: unity

  The "Desktop" placeholder menubar that appears on Unity when no window
  is focused has no title. This looks inconsistent, makes harder for the
  user to know that a placeholder menubar exists in the first place and
  leaves an awkward left gap when the menu is being shown. This could be
  solved by simply placing a "Desktop" title there, or maybe "File
  Manager" to be consistent with Nautilus.

  Desired solution:

  - When no window is in focus (e.g. after logging in or after closing
  all windows), the Ubuntu roundel followed by the word "Desktop" should
  be displayed in the top left of the Top Bar.  See attached design
  Ubuntu_Desktop.png

  - There is no menu attached to this title, so mouseover should do
  nothing (e.g. "Ubuntu desktop" continues to be displayed)
