It is not a bug.
But check if the [ALT] key is bounded as shortcut for another action.

Hint: go to keyboard preferences > Layouts [Tab] > Options... [Btn]:
and make sure that you don't use [ALT] as a key for changing layout or choosing 
3rd level.
