Thanks for this report, but that's correct behavior. As shown in the
screenshot, the window does have a title bar. It does not have a title,
but it should not have one, because it is a modal alert box.

Title:
  The dialog box "Turn On Recommendations..." doesn't have a title bar

Status in “software-center” package in Ubuntu:
  Invalid

Bug description:
  In Ubuntu Software Center go to the top bar, click on "View" and later
  on "Turn On Recommendations...". Appears the  window without a title
  bar, although it should have it.
