  unity launcher scale function has lost some functionality

Bug description:
  Binary package hint: unity

  prior to i believe the update to  3.2.12 the scale function when
  clicking on an icon could 'pull' all open windows of an app to the
  display screen even if on multiple workspaces.

  since then multiple windows are only retrieved if they are on the same
  workspace and if there are windows on different workspaces then only
  the ones on current workspace are shown

  side issue
   if on a workspace  with no open windows but have multiple on one and a 
single on another then before scale one is always switched to the workspace 
with one open window
