Title:
You cant change a file/folders permissions without terminal

Status in One Hundred Paper Cuts:
  New
Status in “nautilus” package in Ubuntu:
  Confirmed

Bug description:
If you don't have access to the file or folder you naturally right-
click and go to the permissions tab. Where all options are locked.
This is because the user isn't running as sudo. But user should be
able to change the permissions and be prompted by a password window to
  submit the change.
