See the number of the bug "1068786", it's over a million bugs registered on launchpad... not sure how many people care and work on those but it's probably in the magnitude of some hundreds, who do work on them on their free time or sometime on work time from companies, like Canonical, who give time and resources to improve Ubuntu.
Summary: there are ton to do, a limited number of people doing hard work.
