Thank you for your bug report, that's not a bug though, you need something to 
draw your wallpaper, if that's not nautilus you might want to reactivate the 
g-s-d plugin for it:
$ gsettings set org.gnome.settings-daemon.plugins.background active true

closing, that's not a bug but an user decision to desactivate a feature
(note that it was working before because the action was duplicated by
gnome-settings-daemon but that leads to resource waste for most of
users)

  No desktop background image if icons set to hidden

Status in “nautilus” package in Ubuntu:

Bug description:
  I am used to hiding my desktop icons (gsettings set
  org.gnome.desktop.background show-desktop-icons false)

  But since raring (13.04) it also prevents the background image to be
  displayed. Only a plain color background is shown.
