I just tried this on a [downloaded especially!] 13.04 live image, and
it's still here.

Dragging from a nautilus window to the desktop, the file lands where you put it.
Dragging from file-roller to the desktop, it snaps into the first available 
slot starting from the top left.

  Binary package hint: file-roller

  When extracting something to the desktop from file-roller using drag'n'drop, 
the item is not placed where the mouse cursor was when the mouse button is 
raised but at a random spot.
  This is happening for me on hardy.
