Public bug reported:

When you add new application (tool) which is shown in System Settings
after installation, System Settings doesn't show applications correctly.

For example, in this case I have installed "Firewall Configuration"
application, and now "User" entry isn't shown correctly.

1) Maybe it would be better to have a scroll function for System
Settings, when the number of apps more than number of default apps in
System Settings?

2) Why there is not ability to resize System Settings window?
