Public bug reported:

When I set the screen to turn off after 5mins, the screen blanks
(backlight still on) rather than actually suspending. Eventually after
30mins the screen will suspend.

This was working fine in Natty.

Oneiric 11.10
gnome-power-manager: 3.1.92-0ubuntu1
