Public bug reported:

Lubuntu 13.04 freshly installed.

Installed drivers for my Epson printer.

Went into the System -> "Printer" menu, but I had no way to add my
printer (a message says that CUPS service is not started).

**************** WORKAROUND:
After searching on forums, I found the "sudo service cups restart" command ,
which gave me the following output:
stop: Unknown instance:
cups start/running, process 4311

Then I restarted the System -> "Printer" menu. The error message had
disappeared, and I could add my printer.

** Affects: cups (Ubuntu)
     Importance: Undecided
         Status: New
