Title:
Unity panel not showing proper notifications count

Bug description:
Since I installed 12.10, the unity panel is not showing notifications
count properly, e.g. unread conversations for empathy, new emails for
  thunderbird.

It works somehow - numbers are shown if the application sets it on
startup. In very rare occasions even later. However, it doesn't work
in the same way as it was in 12.04 - every time I get a new mail or a
new IM message, a number over icon is shown. Message indicator works
  as before.
