I wouldn't say so.

IMHO there is an easy way to change the default idle time of unclutter:
Edit /etc/default/unclutter.

Then again, you and some more people consider this unreasonable. If you
can explain a little bit more, why you consider that unreasonable or how
you think that this can be done better, there may be a chance to change
this.

Bug description:
  Binary package hint: unclutter

  I don't mind it's being enabled by default in Maverick, but the idle time of 
1 (about 1.5 sec.'s) is way too short and becomes annoying.
  The only apparent way is to edit is in etc/default/unclutter, which is 
unreasonable.

  So the default idle time should be raised and a more accessible means
  to configure it provided
