This was fixed in 2.7, in commit http://bazaar.launchpad.net/~apport-
hackers/apport/trunk/revision/2558. Thus this is fixed in Raring (Ubuntu
13.04).

Some people have reported this issue in a comment here:
https://bugs.launchpad.net/bugs/1040353 . The issue seems to be
different so I made a new bug report.
I'm running Ubuntu 12.10, system is up to date, Apport 2.6.1-0ubuntu3.
