The bug still exists in 13.04 after an upgrade. The workaround still works.

I have upgraded to 0.9.4.1-0ubuntu2.2 (Precise) but the problem persists. On logging in the full menu doesn't show. But somehow starting synaptic causes the menu to show up again.
