  Cups doesn't start and doesn't find printer

Status in “cups” package in Ubuntu:
  Incomplete

Bug description:
  Hi,

  After upgrading to Ubuntu 13.04, I could not print any documents. It
  seems that CUPS couldn't communicate with my printer anymore. I tried
  to remove and reinstall the printer, CUPS did not find the printer
  anymore.

  After lots of searching and several CUPS purge and reinstall, it can't
  start anymore.

  Typing  sudo service cups start I get:

  start: Job failed to start
