The fix for the Gnome bug mentioned in comment #3 is available in Ubuntu
13.10 "Saucy Salamander" with evince 3.8.2-0ubuntu4.  Can you test and
see if it fixes your issue?

Bug description:
  in evince the side pane can not be set to smaller (but just larger).
  the minimum size of 220 pixels is quite large, especially when the
  side pane is switched into the "thumbnails" view, thumbs occupy less
  than 50% of width and the whole look is rather strange.

  imho, width of thumbnails should follow the width of the side pane and
  the side pane should be able to get minimal width much less than
  what's allowed now... kde's okular is much more like how the side pane
  should behave... i hope nobody will mind me saying it... ;)
