This is as easy or as hard as ensuring that the following parameter is
used in any command that starts GIMP (by shortcut, context menu, ...):

-s, --no-splash
    Do not show the splash screen.

Bug description:
  Binary package hint: gimp

  When launched, GIMP is presenting a splash screen. This is very
  untypical Ubuntu behaviour, as LibreOffice is the only default Ubuntu
  application also showing a splash-screen - that bug reported here:
  https://bugs.launchpad.net/hundredpapercuts/+bug/711035

  Splash screen should be removed. Cursor loading icon is enough
  information for the end-user.
