  External USB trackball and keyboard become unresponsive when not used

Bug description:
  I'm running a laptop with the attached (powertop) interventions to
  improve power-saving behaviour. Having used Ubuntu Gnome Saucy for
  some time with xorg-edgers, I decided to roll back to xswat for
  stability reasons (was getting crashes when playing flash/Youtube
  within Chromium).

  However, after several hours of use, I found that the trackball and
  keyboard are now non-functional when events weren't detected from them
  for 10 seconds or so, although continuous use keeps the device working

  After the device has suspended, generating a click event (on the
  trackball) or a key event (on the keyboard) causes the device to come
  back to life, but the event is consumed (ignored) meaning, for example
  if you want to type something, you can expect initial characters not
  to appear. Moving the trackball alone doesn't bring the trackball back
  online, only a click.

  This seems an intermittent issue, as the device was working fine for a
  long time during this boot session. I'll first try rebooting with the
  xswat drivers, and then roll back to the ubuntu repo for testing.

  For reference, running the attached script which reverses the
  conservative power configuration doesn't resolve the issue, even
  though it seems to modify the /sys/bus values correctly.
