Title:
  13.04: System Settings is open but covered up by another application,

Status in “gnome-control-center” package in Ubuntu:
  New

Bug description:
  In Raring Ringtail (13.04), if you have System Settings open to a
  certain pane (like Online Accounts) and another application is
  covering it up, if you click the System Settings icon in the Launcher
  it will start flashing like it is trying to open and then it will stop
  after 6 flashes, giving no indication that a System Settings window is
  already open. In 12.10, when you do this it will bring the System
  Settings window to the front or the application icon will shake to get
  your attention that it is already open.
