Please sync blt 2.4z-6 (main) from Debian unstable (main)
Explanation of the Ubuntu delta and why it can be dropped:
* Build using Tk 8.5 installed in a multiarch location.
* Stop building for Tk 8.4. LP: #1155269.
The Tk changes were merged into Debian, so the delta is no longer necessary.

* patch configure according to Debian hardening policy.

* set the urgency flag to low (normal is not allowed)
* removed the leading article in blt-dev's and blt-demo's description lines
