Bug still present in quantal. The example is a bit badly chosen though, since I doubt there are keyboard layouts with latin characters without a question mark. Better examples would be ctrl-shift-uFE (þ aka SMALL THORN) and ctrl-shift-u26f (ɯ aka IPA high back rounded vowel aka SMALL TURNED M).
However, there is the following user-side fix: Instead of keeping CTRL and SHIFT pressed when releasing the U and then typing the hexcode, press CTRL-SHIFT-U, then release all keys, type the hexcode and press space.
