Running latest 13.10 daily. This appears to be a very simple bug in gnome-settings-center where the "Never" option is plain broken.
The behavior is easy to verify by using dconf-editor. Setting the"Turn screen off when inactive for:" variable to any of the other options updates a variable called "idle-delay" in gnome::desktop::session. Selecting 10 minutes, for example, sets the value to 600. An hour to 3600. Selecting "Never" doesn't change the variable. Manually changing the "idle-delay" value to 0 results in the expected "Never" behavior. Presumably, this is what the "Never" option should do, although disabling the "gnome::desktop::screensaver::idle-activation-enabled" bool would accomplish the same thing.
