I don't think the link to gnome-bugs #168304 is correct. That's about
adding annotations support to evince (and it's indeed fixed, evince has
annotation support from some time ago), this is about evince not sowing
annotations created by openoffice/libreoffice.

  To Reproduce:
  1. Create an openoffice writer document (only version 3 and later), and 
insert a note.
  2. Go to File->Export as PDF, make sure "Export Notes" is checked, and then 
export the document
  3. Open the exported document in evince

  EXPECTED BEHAVIOR

  Provide some way to display the notes in the document that were
  exported by openoffice

  ACTUAL BEHAVIOR

  There doesn't seem to be a way to display the notes exported by
  openoffice
