Kubuntu 13.10, AMD64: 
I am affected by a similar problem since upgrade from raring. All command line 
programs provided by hplip do not start, e.g. hp-setup:

  File "/usr/bin/hp-setup", line 45, in <module>
    from base import device, utils, tui, models, module, services, os_utils
  File "/usr/share/hplip/base/device.py", line 42, in <module>
    import status
  File "/usr/share/hplip/base/status.py", line 59, in <module>
    import hpmudext
ImportError: libnetsnmp.so.15: cannot open shared object file: No such file or 
directory

Moreover, my HP LaserJet 400 MFP M425dn does not print any longer since
upgrade from raring.

Bug description:
  Ubuntu 13.10, HPLIP 3.13.9 with simple-scan and xsane

  HPLIP crashes when started with diagnostic "ImportError in
  /usr/share/hplip/base/status.py:libnetsnmp.so.15: cannot open shared
  object file: No such file or directory".

  I have tried to remove and reinstall in Ubuntu Software Center but
  that did not make any difference.

  I have tried to dwonload HPLIP 3.13.10, but the download did not
  start.
