This is because that the owner of ~/.config/ibus/bus should always be
the user you logged in, and if you use sudo/gksu to run any command this
warning will appear but that's expected and please just ignore it. If
you removed the file/directory and re-run a command with sudo/gksu, then
it will be re-created with the wrong owner, causing further problems in
your normal operation.

  ibus/bus file needs to be owned by both root and user

Status in “ibus” package in Ubuntu:
  Invalid

Bug description:
  (synaptic:13067): IBUS-WARNING **: The owner of
  /home/susan/.config/ibus/bus is not root!

  I get warnings from a couple of programs saying that the owner of 
/.config/ibus/bus should be what it is currently not. 
  Some say root, some say user. 
  Ho hum. 

  In addition, I have a problem that I believe is related to that. 
  When I log on in the morning, and get my focus in the middle of a blank page, 
CTL-ALT-Tab does not always bring up a gnome-terminal any more. 

  Sometimes it does, sometimes it doesn't.
