  ibus-qt4 is not being installed by default if a qt app is installed

Bug description:
  Binary package hint: ibus

  When ibus is present on the system and you install an application depending 
on qt, like Skype, you are not able to type deadkeys nor being able to enter 
specific texts like chinese on it until you manually install ibus-qt.
  What is expected is for ibus to install ibus-qt when qt libraries appear on 
system or to install ibus-qt by default with ibus.

  It affects Lucid. Not sure if it affects Maverick also, cause i
  updated to Maverick.
