Agree with you Scott, but as its now the "rule" (seems to be a decision
made some times ago), then you should not try to backport that always
failing job:

and stop/remove it from the job's queue (as it try to rebuilt a few times a 
day, every day)
or bypass that rule.

  backported package fails to build due to lp:888665 if it needs an
  other backported package

Status in “hplip” package in Ubuntu:
  New

Bug description:
  Since NotAutomatic is enabled for backports (>= natty), backports
  can't build-depend on other backports anymore.

  meaning it cant use pyppd backported package, then always fails to
  build

  https://bugs.launchpad.net/precise-backports/+bug/1241246  (marked as
  "released", but fails to build again & again since a few days)

  So HPLIP cant be backported from Saucy to Precise.
