I observe exactly the described issue with the exact same settings in
dconf, but with gnome-settings-daemon 3.8.5ubuntu11.1.

Is there a possible regression that made the issue re-occur?

Title:
Lid close doesn't lock screen if lid-close-action not set to suspend

Status in “gnome-settings-daemon” package in Ubuntu:
  Fix Released

Bug description:
  Copying from https://bugzilla.gnome.org/707769

  org.gnome.settings-daemon.plugins.power lid-close-ac-action 'nothing'
  org.gnome.settings-daemon.plugins.power lid-close-battery-action 'nothing'
  org.gnome.desktop.screensaver lock-enabled true

With these settings if I close the lid the screen does not lock. This is a
regression from gnome-settings-daemon 3.6.4 and it appears unintentional if
I'm

  daemon/commit/plugins/power?id=dc3ce570

This looks like an issue with

do_lid_closed_action() seems to never be reached.
