  Steps to reproduce:
  1) open gnome-control-center
  2) click on user-accounts
  OR
  1) In terminal type: "gnome-control-center user-accounts"
  
  What I expect to happen:
  * user-accounts opens
  
  What happened instead:
  * gnome-control-center hangs and greys out
  * user-accounts does not open
  * if started from terminal the following message is visible: "libv4l2: error 
getting pixformat: Unpassender IOCTL (I/O-Control) für das Gerät" (german 
localization)
  
  System: Ubuntu 13.10 Saucy (with Unity)
  gnome-control-center:  1:3.6.3-0ubuntu45.1
  
- As there is a message complaining something about v4l it may be useful
- to know that there is no webcam plugged.
