Bug description:
  [Impact]
  In Saucy+, when a user logs in for the first time, ibus displays a 
notification saying:

  IBus Update
  Super+space is now the default hotkey.

  This message is confusing to users and is unnecessary.

  [test case]
  - Install saucy in a vm or on real hardware
  - Log in for the first time (may also test by using the guest account)
  - Should not see useless IBus notification pop up

  [Regression Potential]
  If this introduces a regression, it would affect keyboard layouts, and 
keyboard layout switching.
