PATH is normally set in /etc/environment, which happens before lightdm sources /etc/profile. This is what my /etc/environment file looks like:

I could pound through all of them I suppose, but someone needs to triage this. askubuntu has an article on this bug, it suggests checking id and adding a path at the top of /etc/profile will fix it.
