I was still affected one week ago.

And workaround posted by one user worked
but it is not a true solution it is ersac. A kind of McGyver solution like
using paperclip and chewing-gum.

That workaround is that:
Change settings in "Text Entry"  from "Use the same source for all windows"
to these: "Allow different sources for each window"  +  "New windows use
default source"

I am not good at ubuntu bug reporting document-flow so I am posting answer

  After startup or suspend polish diactric letters are not working

Status in “xorg” package in Ubuntu:
  Incomplete

Bug description:
  sometimes after startup and always after suspend polish diactric letters 
stops working. 
  When using standard combination [RIGHT-ALT] + [letterkey]  instead polish 
letter some menus in program are displayed.
  Switching keyboard settings to "Angielski (USA)" and back to "Polski" helps .
