I think this just started happen to me (running 13.10). I started using fstab to nfs-mount my nas.

The the system shuts down NFS and NIS cant connect to the server and do a correct shutdown because NetworkManager shuts down all network connections earlier in the proces. This results in NFS and NIS doing long timeouts and the shutdown or restart process takes about 10-15 minutes.
