I have the same symptoms after ugrading to 13.10, and precisely:

1) after the upgrade, my Google account (from GNOME accounts, not Ubuntu 
accounts) is gone
2) I try to add it back, get the login page from Google, grant access, after 
which nothing happens
3) I'm attaching the output from the command line (from gnome-control-center 
-v): I don't understand it, but it's maybe interesting that at the end there is 
something (a cookie?) with an expiration date set for 01 Jan 1990.
4) also possibly interesing, the very last line is a critical assertion 
failure; after this, gnome-control-center still runs and works normally, but 
closing the window (which succeeds, i.e. the window disappears) does not 
actually terminate the process, and I have to kill it or I won't be able to 
start it again.

Can this bug be reopened? Or should I open a new one?
Or: since I suspect that some old settings I have may interfere with the 
creation of a new account, can someone point to me which files in my home 
directory I should try to delete, or which settings I should try to tinker with 
in gconf-editor? I wasn't able to finr this information.

  online accounts - add online account fails

Status in “gnome-control-center-signon” package in Ubuntu:
  Expired

Bug description:
  In the newest Ubuntu 13.04 I can not add google online account as I
  was able before.

  I can type in username and password and authenticate. Then I grant
  access from google account to gnome. When new account should be listed
  in the list of account, nothing happens.

  Also the the accounts that can be added don't have the icons. I
  attached the picture.

  I have a fresh installation of 13.04. I don't know if accounts are
  kept if I would do the upgrade.
