While the apport info might be useful having the gdb backtrace is the
most important part to debug the issue. Do you know how to get those?

Title:
  No access to System Settings --> User Accounts

Status in “gnome-control-center” package in Ubuntu:
  Incomplete

Bug description:
  When trying to access "User Accounts" (using any admin account) from
  "System Settings", system locks up for 30 seconds, greys out and on
  trying to exit System Settings window, dialogue box states: "The
  window "System Settings" is not responding."

  You then have to "Force Quit" to get out

  Ubuntu 13.10
  Pentium(R) Dual-Core CPU E5800 @ 3.20GHz × 2

  Would be grateful if someone could tell me which log file to obtain
  any crash information from
