The issue has been fixed in

The minimal size is 16 though since under that the launcher has bugs
(e.g the emblems don't scale down as they should)

Title:
  Min slider value for launcher icon size needs to be updated

Status in “unity-control-center” package in Ubuntu:
  Fix Released

Bug description:
  It's nice that in Raring now you can resize launcher icon size to min
  of 8 pxl, but the change hasn't been reflected on the slider value in
  Appearance applet. If you have set the launcher icon size smaller than
  32 pxl eg through dconf, it will always get reset to 32 pxl every time
  you open the applet

  Hope this is just a minor oversight and will get fixed soon.
