Furthermore, if you move the panel, several of the icons (such as the
the gear, clock, volume, etc) no longer render.  They appear as a white
bar like on the right side of the screen shot.

Bug description:
  gnome panel does not scale when switching output screen. See attached
  screenshoot.

  Steps to reproduce:
  1. login into gnome flashback session
  2. switch display output to a monitor with higher screen resolution
  -> gnome panel does not stretch to the new screen size

  ubuntu version: 13.10
  gnome-panel version: 1:3.6.2-0ubuntu15
