Thanks for taking the time to report this bug.  However, I'm sorry to
say, 13.04 is no longer supported.  I'm going to mark this bug invalid,
but if you upgrade to 13.10 or 14.04 and this issue still occurs, please
open a new bug report.

Title:
  Windows snapped to the top or bottom half follow the active workspace
  around

Status in “unity” package in Ubuntu:
  Invalid

Bug description:
  Ubuntu 13.04
  When windows are snapped to the top half/left/right or bottom half/left/right 
of the workspace, the windows start to follow the active workspace when 
switching. 
  This behaviour only started when I added the second monitor.
  I attached a video to demonstrate.
