Public bug reported:

1) Ubuntu Trusty Tahr (development branch)
Release: 14.04
2) unity:
  Installed: 7.1.2+14.04.20140313-0ubuntu1
  Candidate: 7.1.2+14.04.20140313-0ubuntu1
  Version table:
 *** 7.1.2+14.04.20140313-0ubuntu1 0
        500 http://nz.archive.ubuntu.com/ubuntu/ trusty/main amd64 Packages
        100 /var/lib/dpkg/status
3) When I click the cog (top right of panel) and then select 'Restart' I expect
to see the restart button highlighted as default choice.
4) Instead, the 'Shutdown' button is highlighted.

For a mouse user, it appears only slightly contrary that the default
option is the opposite choice. If restarting via keyboard however, the
user, having selected Restart, cannot just push enter, which would be
the undesired outcome. Instead they must push the arrow key to select
Restart and then push enter.
