"System details page not aware of phased-updates". I want to add, maybe this will help, Update-manager found no new package for upgrade as i said but when i used synaptic manager and try "mark all upgrade" it detected some packages for upgrade. After upgrading using synaptic manager, system settings was reporting "System is up to date".
