Looks like this was mentioned once before, http://ubuntuforums.org/showthread.php?t=2186209 Doing kill -HUP to the process "/usr/bin/python /usr/share/system-config-printer/system-config-printer.py" unblocked everything, and dpkg-cache policy reported that openprinting-gutenprint was installed. Control panel still didn't show the printer I'd wanted, so I tried it again, and this time it completed (slowly).
